Pittman & Struzzi Announce More Than $2.5 Million to Support Blairsville Municipal Authority Project

October 21, 2026

HARRISBURG – State Sen. Joe Pittman (R-Indiana) and State Rep. Jim Struzzi (R-Indiana) announced a grant of $2,501,213 and low interest loan of $93,787 has been approved for the Blairsville Municipal Authority by the Pennsylvania Infrastructure Investment Authority (PENNVEST). The funding will be used for Phase 1 of a lead service line replacement project.

“This project is critical to those served by the Blairsville Municipal Authority, as it will remove lead components from the water system,” Struzzi said. “I am proud to support this grant and loan to provide safe, clean drinking water to Indiana County.”

“Aging waterlines are problems for communities throughout Pennsylvania, as they are expensive to maintain,” Pittman said. “I am pleased the substantial funding approved by PENNVEST will provide support for critical work to improve water quality and ensure the continued health and safety of local residents.”

Blairsville Municipal Authority has been awarded financing to replace approximately 122 service connections consisting of galvanized pipe formerly attached to, and located downstream of, water mains containing lead goosenecks and other lead components. The work encompasses associated excavation, backfill, and restoration. Of the 122 service connections, 115 are located in the Borough of Blairsville, and seven are located in Burrell Township.

PENNVEST financing is provided through the use of federal funding and prior bond issues by the state as well as proceeds from the Marcellus Shale Impact Fee legislation, Act 13 of 2012.
